              We restricted  access  to  any  new comers to  the  venue and  asked  for  a  few  more units  to  come to the location to

              help with dispersal of the small numbers that were in attendance and deter any new arrivals.
              The venue  had  more  or less  emptied  but  the organisers  were still  packing  their  equipment  away.  As this  was
              happening a crowd of approximately  l 00 people arrived in  Millmarsh Lane at  the same time.  This appeared odd
              to  me  that  so  many  people  turned  up all  at  once.  The crowd appeared  to  be  angry  at  the fact  that  Police had
              interrupt~.9  their  evening and  were  shouting  and  advancing on  officers.  One  of the group  shouted,  "Lets just

              sto1m it."  Cordell appeared  to  have realised that this crowd was in allendance and  half emerged from  the venue
              and appeared to be encouraging the  crowd  to  act  up and  try  to  force  their way into  the  site.  After a  short time
              however, the crowd started to disappear.  They moved back towards the junction of Millmarsh Lane and Molljson
             Avenue.  Nlnsp KlNG asked  some the officers  present  to follow  them up to  the junction and restrict access to
             MiJlmarsh Lane.
             Once this had happened, reports came over the radio that more numbers were arriving and that more officers were
             going to be  needed  in  order to  control  the  group.  There were also  reports of missiles  being thrown at officers.

             Ninsp King and I went to the junction of Mollison Avenue.  1 could see a large crowd of 200 - 250.  Crowd was
             very verbal  and  on the whole were advancing towards officers.  There were a  number of members of the crowd
             that  were throwing traffic cones,  traffic beacons and bottles at  officers.  I ordered  the  officers  to  fonn a  cordon
             across the road and a number of officers also drew and racked their batons as a  show of force  and a deterrent.  I
             did  this  also.  A/lnsp  KING  had  asked  for  a  dog  van  to  attend  the scene and  the  dog  and  handler  assisted  i.n
             driving the crowd back.  TSO commissioners rese1ve was also on route.

             There were  two  members of this  crowd,  a  male and a  female,  that persisted  and  did  not  back down  and  leave.
             These two were detained and subsequently arrested by officers. The male had to be restrained on the floor.
             Following  this  exchange  the  crowd  started  to  move  back  towards  the Brimsdown  British  Rail  station.  This  is
             where they stayed for the remainder of the incident.  The odd one or two members of the crowd came forward and
             was verbal but otherwise they slowly dispersed on to the trains and left the area.


             A/lnsp King instructed 2 Police units  to remain at the junction of MWmarsh Lane and Mollison Avenue in order

             to  keep revellers away from the localion.


            This  incident caused  major disrup  ism  10  the  public  by temporarily  closing  Mollison  Avenue  which  is  a  major
            artery  into  North  East  London.  It  drew  response  team officers  away  from  there  core buisiness  which  not  only
            impacted on Enfield Borough but also on surrounding boroughs who had to relinquish resources to assist Enfield.
