             On  Saturday  lhe  19th July  2014  I was  on  duty  employed  as  the Duty  Officer  for  Enfield  Borough.  At about
             2210hrs a call  came in  stating that  there were about  20 persons pulling into  an estate and the informant  thought
             they  were  trying to  set  up  a  rave.  The crowd  were  by  an  empty  building  called Carpet  Right and  had  actuaJly
             gained entry to  the rear of the premises. 1 instructed officers to go to  the venue and try to stop anyone else gaining
             entry to lhe premises. I made my way to  lhc scene. There w<1s  a metal gate across the entry to the car park but this

             had  a thick chaln  and  a  padlock around  it so  thc1t  it  could  nol  be opened.  J walked  to  the  rear of the  premises
             where there were several vehicles and about  15  persons.  I  saw  large black boxes which had speakers and sound
             systems inside them.  I received a call from our control room stating they believed up to 100 persons were going to
             arrive at  Southbury Road  train station to attend a rave at  this  location.  As  a result of this  intelligence 1 believed
             tbat the premises were going to be used for a rave.


             I saw a male I knew to be Simon Cordell who came out of the building. I have known Cordell for over 20 years. 1
             had  previously dealt  with  him  t a  rave  on  the  7th  of June  which  he organised  in  Progress  Way Enfield  which
             lasted for several says. J spoke Lo  him at lhat nwe during the morning as police had received numerous complaints
             re  the  noise  over  a  twenty  four  hour  period.  Groups  of youths  from  this  rave  were  also  committing  mass

             shoplifting offences from the petrol slalion opposite  as a result of these offences the petrol station bad to close its
             shop.  Several  buildings  on  the  industrial  estate  were  also  damaged  and  thousand  of pounds  of damage were
             caused.


             Outside Carpet Right I spoke to  Cordell. He admitted that  he was just organising a party for some friends and that
             was all.  I explained  to him  that  we  were expecti ng  l 00  ph.1s  people  to  turn up at  Southbury Road and  to  be told
             where the rave was happening. l explained to  hjm that as the organiser of this rave I was holding him responsible.

            l then received a call stating that  larg~  1111h..:r, or youths were arriving in Southbury Road.
